How the work differs here

Sealing comes before suction on most city jobs. Open pits get a gasketed, serviceable lid rather than a caulked-down sheet, the slab-to-wall joint gets attention, and only then does the fan get sized against what the slab will actually give up. Reversing that order is how a system ends up loud, expensive to run, and still underperforming — the fan ends up compensating for openings that a tube of sealant would have closed.
